Environmental strategy and environmental and energy regulations for the municipality of Hünenberg

Motivated by a political initiative, the municipality of Hünenberg decided to develop an environmental strategy. Carbotech supported them in analysing the current situation, developing a strategy, planning measures and drafting new environmental and energy regulations.

In the first phase, meetings were held with representatives of the municipal council and the municipal administration to evaluate which environmental issues have a relevant impact in the municipality of Hünenberg and are important to the various stakeholder groups. Carbotech assessed the potential for optimising the issues through an environmental strategy. As a result, the municipality of Hünenberg defined strategic sustainability goals for the areas of climate, biodiversity and light pollution. Carbotech determined the current status for each of these goals, including the calculation of the municipality’s climate impact. The results were incorporated into the 2021 environmental report and served as the basis for defining fields of action and measures. The environmental strategy, including ambitious targets, was adopted in 2021.

The next phase involved implementing the strategy. The focus was on drawing up an action plan with measures for the direct improvement of sustainability and the creation of a legal framework. Carbotech and the municipality of Hünenberg drew up new regulations and an environmental promotion programme with a corresponding ordinance to regulate the modalities. It was challenging to formulate the regulations openly enough to be able to take new environmental issues into account in the future, but also precisely enough so that they would not be misused. The process also included deciding whether the new environmental regulations should be merged with the existing energy regulations and whether one or two commissions would make sense. On 11 December 2023, the municipal assembly approved the new environmental and energy regulations and the financing of the funding programmes.
